Dropsy is almost always a water quality issue. It will be most directly related to your nitrate level. Check that and provide us with the results. If they are OK then we will have to look elsewhere.

Dropsy is not an actual disease in itself, but a symptom. It is most often caused by bacterial infections, but can be related to heart, liver or kidney failure. The root cause of dropsy can be difficult to diagnose.

I'd say it is most likely a bacterial infection in your case, but there could also be a toxin in your water that is shutting down their kidneys or liver.
