Strange growth in angel fish

Hello I have this angel fish I have had for about a year and a half he has always been healthy. About a month ago what started as a bump on his dorsal fin, has progressed into what looks like a new fin coming off the original fin. The distal end of the original fin below the growth is crooked and looks like it is slowly dying off. Is he growing a new fin off the old damaged one or is this a disease? Still eating and swimming normally

And it's a 29 gallon with the one angel, 3 Botia loaches, and one clown pleco, and 2 dwarf gorame. Just did a dipstick ( don't have the api test kit, nitrate: 20 ppm, nitrite 0, ph 7.0

Looks to me like an injury and the resultant healing.
