Tetra swimming crazy

One of my tetras is swimming around crazy. Flipping up and down and swimming in circles. What's that?

Is it rubbing against anything? Does it look like it's covered in salt? If so then you got ICH

Nope no salt (though now I am going to check again!). He is swimming around in circles and flipping while swimming then sitting there sort of nose down. I noticed yesterday some of my neons looked super fat! I think they got fed too much after the cories came home so I skipped food last night and this am. Not sure if that has anything to do with it but I did put in some peas. All I have found so far is swim bladder, whirling disease and constipation. :/ No clue but I don't hold high hopes for the little guy My Ammonia and Nitrite are 0
