400 gph 36 gallon tank? Filter help

My new aquarium came with a bad filter, I want extra filtration so I got a power head but it is 350 gph, is that too much?

How would I turn this power head into a filter for cheap?mi have a lot of filter floss, and I can get those biofilterballs, or ceramic things... Any ideas?
