10 gallon tank

I have a 10 gallon tank,with no fish just 4 hermits and 4 turbo snails and live rock.would I be overstocking the tank if I add two black percula clowns,or should I do one clown and a cleaner shrimp???any more suggestions

I would do one ocorrellis clown, some type of goby, and yes, a shrimp
