Besides of course pouring very slowly... even when I do that it seems to spread sand around everywhere.

How about with a water pump? Get a cheap $10-20 water pump, pump in water from conditioned water bucket. I suppose if you want to get fancy and you do frequent changes, you can even get some sort of valve system if you're running a canister filter.

1. Shut off canister filter
2. Divert intake hose to external water pump through valve
3. Pump clean conditioned water from bucket through intake hose into aquarium until proper level reached
4. Divert valve back to canister
5. Start up canister filter again

Is there a better way?

I usually take a Rubbermaid container ( one you would use to put a sandwich in or around that size ) and put it in the tank and pour the water into that and let it run over the side. It doesn't disturb the sand. May take a little longer, but most things seem too when dealing with sand.
