Safe reliable heater

I got a bad heater that killed all my fish when it burned out I thought I had gfci outlets but I didn't bit if I did do you think that would have stopped it
 
Strongest? I'd look at titanium heaters. They can get expensive though, especially the good ones with controllers. I don't have any experience with the big expensive ones, my titanium heater was like $50 and works exactly how I want it to. I can't recall the brand name, and it's in the basement, but I got it at aquacave. It has fin in the name.
 
I have dual Fluval M300 (!) heaters running (one on a UPS) in my 155g tank. No problems so far.
These are different from the "E" series Fluval heaters.
