I would say that is what you have going on there.

I had the same issue when I set up the 40. I dosed heavy with Excel and I cranked my CO2 way up.
 
Therein lies the issue. I wasn't planning on injecting c02 in this tank. I've already removed the stump, put it in a 5g bucket with steaming hot water and dumped a lot of peroxide in it. I let that sit for a few days. Meanwhile I did a 3 day blackout on the tank and dosed ungodly amounts of excel during the process. I cleaned the tank and the stump, then put it back in the dw. I also removed the 12" Finnex planted plus and replaced it with the Finnex planted plus clip on and it's been great for a few weeks, but now that algae is coming back. I'm at a loss as what to do. My other tanks never had this issue.

I got it from the wood I put in my tank as well. After a period of time it will go away on it's own. I did what I described above and weekly water changes and siphoned as much of it out during water changes as I could. I did Excel and H2O2 as well.

Hang in there it will get better as your plants get established.

I'm keeping it at bay by using a toothbrush and scraping it off, but it's still lingering. I'm using a turkey baster to blast it with H202 now. Hopefully that will help along with dosing excel.
 
Would a blackout help?

Probably. I did a 3 day blackout on the tank after I took the dw out and soaked in a bucket for a few days. It seemed to help, but my crypts didn't look so good, so I'm a little afraid to do another one. This is a bummer because the tank is finally cycled and I'm ready to stock it! Probably shouldn't since I'm trying different experiments to get rid of that nuisance. It had to have come in on the dw. None of my other tanks have algae issues.

The plants should be ok if they have decent carbon stores and will most likely bounce back. I would give it another shot if it's still looking grim after the other treatment.

Mine went away over time. The plant mass outcompeted the algae for nutrients and it just vanished. I did water changes a lot during that time and siphoned as much of it out as I could. I did not try a blackout period.
