I believe that the glut, being carbon based is definitely a plus on low-med light setups. It allows the plants to "geta leg up on the competition" ALGAE.

It is odd for fish to eat bba. My sae and a few mollies will but not to the extent that it makes a difference.
Did you ever scrape that stuff off and smell it? Nasty,nasty ... I wouldn't wanna eat it either.
What type of lights do you have? Do you dose ferts? Co2? Photoperiod?
From the pics it looks like diatoms and the previous post was right. Once they cover your plant leaves photosynthesis is shut down.
How old is your setup?
