Keyhole is the safest, but nobdy mentioned rainbow cichlids. They are usually pretty gentle and good with plants from what ive heard.

It might be fine. Its just something you have to watch. I think some species are more individualized then pthers. Thats why i think my loaches and plecs get names and the neons are just called the robots.

Gourami ladies are tougher then they look and like to be woo'd. My previous experience with them led to the female trying to eat the male that was flirting with her. Poor form.
No, they would be the only live bearer in the tank. I was just using them as a primary topswimmer.

Yeah rasboras would work too. Im partial to small loaches, obviously. And there are several types to choose from. They have alot of personality and several can hold their own, but are generally friendly to peaceful tankmates.
Serpae are notoriously nippy. Most of the time tetra schools ignore other fish schools, so im not shocked that they ignored the neons. You might swap them out for a slightly tougher cichlid, but its a gamble. Rainbow cichlids are pretty chill, but the tiniest bit bigger. They might shove back.
Def want small rainbows, as the size isn't just about bioload. Rainbows are more like barbs, in that they are very active and use more space for active swimming then many other fish the same size.
