And it's spending a lot of time at the bottom of the tank. Almost like he's sleeping. Something is def wrong.

It's still cloudy. I just put the sand in today and it never seems to rinse well enough. I put my neon tetras and the Top Fin 20 from my planted tank on it. Parameters were 0 ammonia, 0 nitrite, and almost 0 nitrate. pH was 8.0 which concerned me a bit but apparently the fish are adaptable...

At the end of the evening when my air stone has been off the longest and my co2 and lighting has been running all day my pH is 6.8. My light cuts off at 10pm and the air stone kicks on (diy co2 stays on 24/7). After 10 hours with the airstone on and the light off my pH is 7.6. I don't know...

Say I wanted a 400 gallon acrylic. Could it be 50 inches tall, 48" wide, and 20 inches deep (give or take) and sit on the floor? All the saltwater tanks I see (don't know much about them) are elevated and have holes drilled in the bottom and sump tanks hidden in the stand.
