How many neons tetras could I fit in a 15 gal planted tank

Some people would say non as they need 20 gallons and are active fish, but you could fit around 10 maximum in there. Not any more as you want to leave them some space to play around and the bio load can get too large. But some people stock 15 gallons at even 15 neon tetra's.
