What fish should I put in a 5.5 gallon nano tank?

Some cpd's or Pygmy corys and a scarlet badis

I was thinking a betta with two African dwarf frogs, or a pea puffer. Would you recommend that?

I really have no experience with any of those, maybe just one sweet betta and some nice plants?

If you're gonna do a pea puffer make sure it's by itself. They're best in species only tanks.

A betta with some ghost shrimp would likely be fine. The shrimp might end up as lunch, but if you have a mellow guy they could be alright. I have 3 with my betta and he acts like they don't exist.

Yes. Both are not aggressive.
For a 5.5 gallon, I would do a planted shrimp tank. Maybe red cherry shrimp or some other more colorful one.
