Algae Issues

So for some reason my 10gal tank always has algae issues. For as long as I had the tank I have always had a issue with algae in it for some reason. I recently redid it since the Betta that was in there died and redid the substrate with sand this time. Anyway the levels are all good but there still seems to be algae forming in the slate and now the sand. It is below another tank I have so the light is probably less then the above tank and Im just at a lost for what could be causing it.
 
Is this tank planted? How long are the lights on?
 
Some more info is needed to recommend a corrective action:

What does the algae look like?

How long has the tank been established?

How often are you performing maintenance, i.e. partial water changes, gravel/sand vac, etc?

What are you readings for Ammonia, NitrIte, and NitrAte?

What temp is your tank at?
 
I'd suggest reducing your lighting cycle and doing more frequent / larger water changes.
