Algae on plants

So I have, what I think, is brown algae on some of my plants. What is the best way to get rid of it?

Should I manually clean it off? With my hand? Is there a fish that will eat it? I have some Oto and a Brushnose Pleco in the tank. But they don't eat it.

Is it hindering my plants growth? They seem to be growing. But not as well as expected. Granted they have been under cruddy T8 lighting for a bit, since my cat broke my T5. But I got a new dual T5HO today. ImageUploadedByAquarium Advice1418782230.985744.jpg

Not for sure, but I would just rub it off and do a water change and suck up what you scrubbed off. And keep up with the water changes to prevent the build up of the algae.

Yeah that looks like it can be rubbed off.. I'd go with cherokeeluvr's recommendation.

You can also try amano shrimp. They are pretty voracious algae eating machines.
