Algae?

Would a low ph create an algae bloom? The reason I ask is because I have always had algae problems(cyno) and after I add plain RO/DI water it seems to thrive even more. For instance I can clean the entire sand bed from cyno and 20 min later it will be back. So my question is am I fueling the cyno with plain top off water. I guess I'll run a ph test next time I add water to the system. I just wanted to hear or see some thoughts.

First off, 8.3 pH is not low. It's right where you want it to be. Additionally, RO/DI water for top offs is not going to lower your pH. So even if your pH WAS low, it wouldn't be from the top off water.

The cyano is coming from excess nutrients in the water. The links melosu gave are a good start to figure out what's going on...
