I have a sebae anemone how do you make the foot stick to a rock
 
You can't make an anemone do anything. After acclimating it to your tank, you can turn your powerheads off to prevent it from getting blown around so it can attach to the rock and find its happy place in your tank.

A sebae can be a difficult anemone to keep and you need to make sure your parameters are stable and pristine, ontop of the strong lighting anemone require since it seems this is your first anemone.

Ok thanks and yes this is my first anemone and why is it so hard to keep?
 
They have very intense lighting requirements and the smallest shift in your water parameters can cause them to go downhill. They usually require a distinct flow type. Bubble tips are a lot more forgiving than sebaes.
 
It is difficult for them to acclimate to new tanks and one needs to take lots of time acclimating it to both the new tank, both in terms of water and lighting. You want to make sure that your parameters don't shift and remain pristine to be successful with them.

As stated above, bubble tips are much more forgiving, but still require intense lighting and pristine water parameters.
