This plant arrived in a small plastic pot. Do I leave it that way or take it out of the pot and plant in rock?

You can plant it in rock, it will grow if you attach it to driftwood or porous rock.
You probably don't want to leave it in the pot with the plant wool...
 
Remove the pot and the planting material. The rhizome needs to not be buried. They can be tied or glued to DW or other decor.

Sorry to jack this thread, but can anubias be planted partially above the water line? Like, just a leave out of the water?

im pretty sure they are actually bog plants that can survive and griow underwater,so it should be fine
