Aquarium hood help

So I got a long 20 gallon and the light doesn't work. I bought a new bulb and figured out it was the hood. I emailed the guy and he said "See that little tiny disc by the light bulb? It's white. It is that piece. It is about $2."
I think he's talking about this but I'm not sure. Can anyone tell me what it's called? What should I do..
I got a t8 aqueon light. 24". 17 watts. I think I want more lighting so should I just buy a whole new hood?

I would just bite the bullet and buy the light you want, but don't throw this one away, that way if you come across a cheap tank and need a cheap light, you can buy the part to fix it and have a back up.
 
It should just do a quarter turn and come out. I believe it is the start cap for the ballast any home hard ware store should have them just make sure it is the same one.
