What about my lighting; should I eliminate the 24" fixtures? I just run 1 bulb in each. With the increase in the CO2 I would like to run them (since I have them)?

I would probably hold off on adding the other light right now. BBA usually indicates an issue with the ratio of co2 to light intensity. If you increase co2 but also increase light, you wind up in a 'one step forward, one step back' situation. For now I would focus on getting rid of the BBA, and after you've eliminated the algae foothold, you can start increasing light again.
