Betta and Penguin tetras?

I have a 29 gallon tank with 5 penguin tetras in it. I also have a 2 gallon bowl with a male betta in it. I want the betta in my 29 gallon tank but I was wondering if it would kill the penguin tetras or pick on them.

Will these two get along?

Also, what else could I put in with these? Angels? More tetras? Gouramis?
