Betta fins won't grow back...

Okay, so one of my betta's got in a fight I'm guessing a couple months ago and ended up with hardly any fins to move around. Well, he has grown some back except for the fins near his butt, where he would normally poop. But those fins won't grow back, and I don't know what to do...is he sick? Thanks.

My betta tore both his dorsal and tail fin on the heater (which I moved twice because he was sooooooooo insistant on sleeping in it). His fins grew back, but not fully. As long as you don't see cottony growth I would say he's probably fine. Just keep the water extra clean.
