betta fish tank

Hi there.
I've had my red betta fish for a little over a year now in a 3.5 gallon heated and filtered tank. He is a generally happy little guy.
Recently I acquired a 5.5 gallon tank and decided he deserved an upgrade (I can also move my new navy elephant ear half moon into the 3.5 and out of his temporary 2 gallon).

My question is if I move his filter, decorations, heater, and gravel over to the 5.5 gallon would I still need to cycle the tank?

If you move all of that you will be fine.

How much water from the old tank should I take over to the new tank?

You don't have to move any of the water just dont clean your filter out before the move
