Are there certain conditions which favor blue-green algae over others?

I just vacuumed up most of the mulm so I should get better control of my nutrient situation but I have added more light & CO2 recently & lowered my waters KH & pH.

It was sort of working at first but now its trying to coat the whole tank. Should I treat with an antibiotic or maybe get some more anacharis or some hornwort. I would rather outcompete it than have to treat the tank. I have quite a few plants & I thought with added micronutrients, CO2 & light they could start to make a dent in the algae??

Am I doing something wrong or has my system just not equilibrated yet??
