Can I put gravel in once I have put my water in

I put some gravell and filled my tank up but I need more should I just empty the tank or just add washed gravell there is no fish in it ATM

There is no need to empty the water first.

Thoroughly wash your gravel and place some in a large cup or measuring cup. Then lower the cupful of gravel to just above your gravel. Then slowly pour the gravel out. After you get your gravel in, you can then smooth it out. This will minimize the amount of cloudiness you will have over just pouring it in from the top. Hope this helps. You'll still have a little cloudiness but your filter should take care of it in a few hours.
