Changing from gravel to pool sand

I just recently completely cleaned out my 29 gallon tank and bought some white gravel and pieces of mopani driftwood and plan to get some low light live plants but after alot of reading lately I've realized that the look I want to create is how the tanks with pool sand look.

Anyway, I currently have an undergravel filter (with powerhead) and a waterfall filter that hangs off the back (not sure if this is what is referred to as a HOB...)
I know the undergravel obviously can't be used with the sand, but will the waterfall filter be enough to keep things clean and keep the water moving around enough?
 
Do you know what your filter is rated at? (how many gallons per hour) I like to use filters that would turn all the water in the tank 5 times. Ex. 50g tank = 500g per hour. But that's just me:)
 
But it also depends on what type of fish you plan on having. Some like less flow such as angels.
 
im not really sure what the filter is rated at, bought it such a long time ago. If I were to guess its probably rated for 30 gallons per hour, so one change per hour. i definitely want to get a more powerful one eventually, i think i read you should get one thats rated for twice the size of your tank?

i haven't really decided on the fish yet.. i was thinking around 6 neon tetras, a couple corys.. not really sure what else, open to suggestions if you have any. just want to stick with sort of smaller fish since its only a 29 gallon tank.
