Dwarf neon rainbow problem!!!

It has been going up to the top of the tank alot and hasn't been schooling with the other 2 rainbows. The other 2 are doing fine.
I heard it might be because of lack of oxygen but I have a bubble wall going.
Stock is:
1 pleco
1 bolivian ram
3 neon dwarf rainbows

What size is the tank and what is the filtration? Lack of oxygen could be if it's a small tank.

How long have you had them?

Is it still eating?

Another issue is they like groups of at least 5

I am going to do a water change.
It's 25g and is filtrated by a aqueon quiet flow 30 and a aqua tech 10-20.
I know but I wanted to see how these did first and I want to have a variety of rainbows.
Still eating and I just got them, it was always by itself when I got it but the other 2 seem to be fine with the tank.

For sure do a large water change. Do you have a test kit?
I would watch them closely and of possible do a pwc almost daily. What water conditioner do you use? (I suggest prime)

Did a 40% change. I have a kit and my ammonia tested 0ppm. I use prime too.
