figuring light watts with cfl

When using cfl bulbs, how do you figure the wattage? The package says 75 watt replacement, uses 20 watts. So does that mean I have 225 watts on my tank or 60 watts of light?
 
I use 23 watt 5600k daylight CFLs from Lowes, which I believe is a 70 watt replacement. You go by the lower number and that is your wattage of the bulb.
