Fin rot or tail biting

My betta seems to always have some tail damage. I've asked here before if what he has is fin rot. But I've been told it's not.

However, since it's been a while and it seems worse I thought I'd ask again. Here are a couple of pics and maybe even a video. Let's see if I ca get them to load.

Either way it could be a water issue. Have you run a test on your parameters?

0 - ammonia
0 - nitrite
5 - nitrate
7 - ph

Temp 80
10 gallon with weekly water changes
