Sorry to make things confusing... Its a matter of preference really. Some hobbyist love LED, some t5ho,, etc. there's so many ways to do things its just a matter of researching and determining what's best for you based on your needs and budget restraints. I'm sticking to my guns with the Fugeray based on the plants you mentioned and dimensions. It's slightly over the budget, but marginally...

As Brian has mentioned, just look up Par values with lighting with google and lighting spectrum in terms to aquarium plants. There will be tons of message boards, like this one, where people have done the research and determine the best solutions for what they need or what they really want. There will even be some good reports on certain lighting systems. To better understand LEDs vs Fluorescent lighting its the top!
