I believe that is a red-tailed banded rainbow Melanotaenia trifasciata

Could you post a better photo? It might be a rainbow (mostly like Melanotaenia australis), but I can't see details properly. If you can't get a better photo, try doing an image search on M. australis to see if it matches.
