Alright anyone know what kind of fish these are? they are pretty quick swim around mid tank and are in a group usually...

+1 on the black skirt ID.

Unless you're trying to remove medicine, etc. from the tank, there's no need to change the carbon, so you really don't need to replace the UGF packs. That said, some people have problems with the carbon leeching whatever it sucked up back into the tank, creating nitrate problems.
 
Six goldfish and an UGF? Yikes!

The fish are black skirt tetras and they can be rather nippy so watch them carefully. Also, what temperature do you keep your tank at? You have coldwater and tropical fish in the same tank..fyi

Like Jim said, you don't need to run activated carbon unless you are removing tannins, medicines, or odors.
