Galaxy rasbora territorial

I have three Galaxy rasboras, 2 male 1 female (gravid I think) in a 23l tank shared with 8 other tiny rasboras. One of the male galaxies (are they celestial pearl danios now?) has taken over half the tank and chases away any intruders. He patrols around his area constantly on the lookout for intruders. Do I need to get more than three or should I just remove him?

Added three female Galaxy rasboras but this hadn't stopped the behaviour - he even chases my Jelly bean shrimps now!

How much cover (plants, rocks, driftwood, etc) is in there? Sometimes breaking up line of sight reduced aggression.

There is plenty of plant cover and an almond leaf to hide behind?
