Ghost Shrimp vs Neon Tera

I bought some neon tetra the other day, and within 30 seconds of putting them in the tank one of my ghost shrimper jumped up and grabbed the tail of one of the tetra. It wouldn't let it go. Any reason why the shrimp would do this? I thought they only went after dead fish?
 
Many shrimps are sold as ghost shrimps and many species can be aggressive. The tetra may have just been weak or an easy target

As noted above, most shrimp are sold as 'ghost shrimp'. From personal experience here: one of my shrimp turned out to be a freshwater long armed shrimp. I moved it to his own 10g tank. When it died, it was near 2 inches. First pic was taken about 3 feet away and the 2nd was close up.
