Can glo light tetras and neon tetras be housed together in a planted 10 gallon tank?

They will get along fine. The main issue though is trying to have 2 separate schools in a 10g. Unfortunately I don't think you have the space. Either type would make a great school though, and IMO a larger school of one type would look nicer:).

They'll school together great and complement each other well as they will be right around the same size and patterns, but as Reygan2 mentioned, you will be pushing it to create a decent school of both types. 5-6 of each would be about it depending on what filtration you have and other fish. What else do you have going on with your tank?

Yeah hmm tough decision
And 3 dwarf corys 1 mystery snail

Tetras don't school anyway, unless in a large tank with larger fish. Even then, they shoal, not school. If you want a small schooling fish, look at the danio species. In 10g, you won't get that schooling effect still, but if you get a small enough fish, maybe Tinwini danios, they will go back and forth in a tight group. If you must go with tetra, I recommend cardinals instead of neons. More colour, and a full red stripe instead of half.
