They actually don't look stunted to me, goldfish just grow that way. Although they still would like a bigger tank soon.

I agree with previous posters, these fish need a bigger tank and soon. Not only for the size issues noted but just the sheer bio load of 4 goldfish this size in 40 gallons of water. Minus a few gallons for substrate this is less than 10 gallons per fish which is a big no no with goldfish.
