Green powdery stuff on substrate

I have recently started seeing little outbreaks of this green powdery like algae on my substrate. It creates a film that sticks together. I vacuum it up but it comes back. What is it. It is green, not hairy and stays mainly on the substrate. I did do water testing and all my tests came up perfect. The system has been up and running without any problems for over 2 years now. the most recent addition was the eel goby, he seems to like digging holes. Could he be releasing hidden toxins that have been buried in the substrate? and if so, will it eventuall go away?
