hard or soft water?

For most fish community water is fine, use Prime as a conditioner. What kind of fish and what size tank. It is usually considerably more difficult to acheive "perfect" water conditions as far as hardness and ph go and is preferrable to have stable water without fluctuations.
It is a 10 gallon and one pumpkinseed sunfish. I have had it for over a year and have been using hard water without a conditioner but he looks pale and I was wondering if I should change what I am doing. I added conditioner the other day and I'll see how he does in awhile.
