I just bought a new tank and heater yesterday. The heater already has water in it is this good?
 
It's an all glass aqurium heater it's says on it. And I can see water in it
 
If you can see water, I would play it safe and return it. As always, water and electricity don't mix. One of my Marineland heater had bubbles coming from it and I junked it, just had that "not so safe" feeling.
 
Water inside the heater is NOT normal. Unplug it if you haven't already done so. Use a GFCI outlet with electrical components that mix with water.
