Help identifying algae!

Hi there - I can't find information on this weird looking green algae I have blooming in my tank. Back story and tank details below. Photos here:

Back story - I recently moved and was only able to keep about 1/4 of my tank water - the rest is new water. I didn't have the light on at all for about a month before I moved, now I run it about 2 hours in the morning and 2 at night. When I moved I lost a few shrimp and the substrate got all shooken up.

Tank details - 20 gallon tall tank. I have 3 neon tetras (I know I need more), and about 15-20 blue/cherry shrimp. Planted with 4 plants (I DID lose a couple in the move). I have a heater, and one of those green algae killing lamps in there that have previously worked but my new one isn't working after running it 2 weeks.

What do I do??
 
That looks like hair algae.

UV won't kill off hair algae. Its usually caused by excess light and/ or nutrients.

Your lights arent on much, but is the tank now in direct sunlight or close to a window?

Do you know your water parameters? What is your normal water change schedule?

Manual removal might be the best way to remove it from the tank. Bleach treat anything that can be treated. Look at how much light is getting on the tank and up the water changes to prevent it recurring.
