It looks like free floating diatom/brown algae outbreak, increased water changes will reduce the clarity or you could use a flocculent product to help bind them together to be caught by your filter. Diatoms are a normal and harmless occurrence in new aquariums and will burn themselves out just as quickly as they came.
By the looks of the water level you have not been performing water changes, what is your water change schedule? Current water conditions, especially nitrates? How long has the tank been set up? Excess of silicates, a high amount of nutrients, to little light, high nitrates, high phosphates, and too little oxygen can cause blooms as well.
