Help! My neon tetra is sick!

I have a 10g fw tank with 5 neon tetras in it. I've had this tank since January so it is completely cycled. I checked the water levels and they are all fine. Ammonia is at 0, nitrite is at 0 and nitrate is at 10ppm. My one neon tetra didn't eat this morning when I fed them. He was just sitting at the bottom of the tank. Today when I got home, I see him floating around on his side. Sometimes he went upside and he was trying to swim normally, but couldn't. The current seems to be pushing him around. He has been floating near the top of the tank a little bit and then he'll get towards the bottom but he'll still be on his side or upside down. I'm not sure what's wrong with him and I feel really bad for him right now. I was thinking maybe swim bladder but he is on his side more than anything.

Any advice would be greatly appreciated! I really hope he doesn't die. :(
