As posted in Adding Friends Doesn't Work thread, here is an update on Julian's weird resting behaviour:

Okay, here are new pics of Julian, one in his new 'resting pose' and one close up of the blood streaks in his tail.. I really need help, I don't want to lose the last fish I have!

Well, apparently his 'resting' is just his new sleeping mode. And it must have been some copper poisoning from forgetting a Safe Tap additive, since I added a bunch with a water change he's much better and the red fin lines have almost completely gone away. Hurray!
