For 2 clowns you will need at least a 75 liter tank. 16 is really to small for most saltwater fish.

Really it is to small for any fish. You could maybe do one tiny goby but that's it.

You cannot put clowns in a 4g tank, they are way too big and grow quickly.

I would put a clown goby and inverts in it if it were me. Get a nice light and you can put corals in as well.
