High ammonia but no nitrites or nitrates

I am on my 3rd week of trying to cycle my 20 gallon tank. I am new to this so I am having some issues here and would greatly appreciate any advice. My ammonia has been spiked for most of this 3 week process at around 4-8ppm but I still have not seen any nitrites or nitrates. I added a bio rock 2 weeks ago, I did a filter squeeze from my local fish store 1 week ago, and I also have added the bacteria booster from imagitarium. I’ve done about 3-4 water changed during this process at around 50-75%. My tank sits at around 78 degrees. I’m wondering if anyone has any advice for me or could maybe point out what I am doing wrong? I know this is a new tank and these usually take longer but I thought I would be more along with all of the steps I’ve been taking. My beneficial bacteria just seems to be taking a while to grow. Check your plain tap water for ammonia too.
