I am really good at growing algae

Can anybody help me I.D. this stuff? I don't know exactly what it is, nitrates are reading about 5ppm and I have it on a split photo period. Manual removal worked for a few days until it came back. Any help and remedies are greatly appreciated.

Tank is 10g and planted with some pond penny/creeping jenny and some type of aquatic grass. I am running 26W of CFL.

What kind of ferts do you dose?

I have read a lot of reviews about dosing flourish excel, and how it totally knocks algae out of any aquarium!

I will be recieving mine soon, so excited.

None. I never have dosed ferts, so maybe I need to look into it. I am trying to keep my aquariums as simple as possible because my parents will be taking care of my tanks before too long.
