Found these on the underside of the skeleton of my candy cane. The coral hasn't open well lately, are these the cause? uploadfromtaptalk1402265346165.jpg

Possibly. Some sort of xeniidae species would be my guess. It doesn't look like colonial hydroids, but I have seen these on stony coral skeletons more than once and haven't seen any adverse effects. I can't give a definite on whether they are or aren't hurting your caulastrea, but my advice would be to scrape the closest ones to live tissue off and see what happens.
