Inhabitant choice

I have a 5 gallon tank that has dwarf hairgrass and java fern with some driftwood.
Should I get 1 dwarf puffer or a bunch of freshwater shrimp. Thanks.
And since this pic I have changed the filter to a dual sponge filter

If we're thinking of the same fish I believe the dwarf puffer needs brackish water.

No they are freshwater and actually prefer freshwater for a longer life they max out at 1 inch.
