interesting co2 diffuser

So I happened across this diy co2 diffuser and wondered what everyone thought about it? Do you think this is more efficient than the common glass diffusers? Would it be on par with a co2 reactor?

Looks ok I think - on mine (Tunz) the CO2 comes in at the bottom, up tube to impeller and chopped up & gets pushed back out bottom mixed in with water. I have needle valves as above about 2 bubbles a second it gets overloaded and just get big bubbles of CO2 sitting there.
