If it's new give it some time to adjust to his new home. I have bristlenose plecs in every tank and I rarely see them throughout the day, it's not until the lights go out and the moonlights come on I see their activity increase.

I had a rubberlip that I never saw except at night. It stayed stuck to the bottom of the driftwood all day. IME, you're seeing normal behavior.
